Citizens of a state that has an international agreement with the Russian Federation either determining the visa issuance fees or fee exemption, are subject to provisions of the relevant agreement (see Appendices 1-2).

IX. Diplomatic and service visas that are issued by the consular institution or at the consular section of a diplomatic mission of the Russian Federation are free of charge except for when it is deemed necessary to charge visa fees on a reciprocal basis.

XI. For consular services outside of working hours, on holidays and weekends, an additional consular fee is charged.
In accordance with the Federal Law of the Russian Federation of July 5th, 2010 No. 154 “The Consular Charter of the Russian Federation,” citizens of the Russian Federation are exempt from fees except for the actual costs associated with their consular activities. The following are exempt from both fees and actual costs associated with consular activities 1) federal government bodies 2) individuals having status as Heroes of the Soviet Union, Heroes of the Russian Federation and recipients of the Order of Glory, participants and veterans of World War II, citizens awarded the honor “Resident of Besieged Leningrad,” and citizens affected by the disaster at the Chernobyl Nuclear Power Plant as well as citizens harmed by other radiation-related or man-made disasters.
