Citizenship

Individuals who permanently reside in Norway and do not possess valid Russian documents that confirm their identify and Russian citizenship, must first confirm their Russian citizenship before applying for a passport or certificate of return. To do this, you must present the following: 

  1. Originals and photocopies of available Russian documents; 
  2. A filled-out questionnaire;
  3. Application for verification of citizenship

Verification of Russian citizenship for individuals who are registered at one of the consular posts of the Russian Federation takes up to 1 month, for individuals registered in Russia – it takes up to 6 months.

Renunciation of Russian Citizenship 

(under the conditions that the individual is a permanent resident of Norway and is not registered as a permanent resident in Russia)


Please be aware that all documents issued by foreign agencies must be translated into Russian and duly legalized (for example, Norwegian documents must carry an apostille and be translated by a government authorized translator). 

The following documents must be submitted to the Consular General: 

  • Application form (filled out electronically) 
  • International passport. Original and a photocopy of the passport data page; and proof of residency 
  • Foreign passport (if applicable). Original and a photocopy. 
  • Document certifying that the applicant has acquired foreign citizenship or the possibility of granting the applicant a foreign citizenship. Original and a photocopy. 
  • Document from the tax authority of the Russian Federation issued at the applicant’s last place of residence certifying the absence of tax arrears (the certificate is valid for three months from the date of issue). Original and a photocopy. 
  • Marriage certificates, divorce certificate, name change certificate (if applicable). Originals and photocopies. 
  • Diplomas of higher education or vocational education (if applicable). Originals and photocopies. 
  • Candidate of Science diploma or Doctor of Science diploma (if applicable). Originals and photocopies. 
  • Three photographs 3x4 cm 
  • Residence de-registration form 
  • Residence certificate (bostedsattest) 
  • Confirmation of the payment of fees for consular services associated with renunciation of Russian citizenship (the fee is 520 NOK, the invoice is issued by the staff of the Consulate General after a document-check). The fees are payable by bank transfer or using internet banking (postal giro payments and payments at stores are not accepted by the Consulate General).

ATTENTION! Since only one Norwegian bank (Sparebank 1) operates in Kirkenes, which does not handle cash and only serves its own customers, consider paying for the consular fees in advance (the payment itself is due only after receiving the invoice from a member of staff of the Consulate General). 

Applicant have to present additional documents if the citizenship of a child is terminated simultaneously: 

  • In the application (see the above), the personal information of the child must be included. 
  • The child’s birth certificate. Original and a photocopy
  • The child’s passport (if applicable). Original and a photocopy 
  • The passport of the child’s other parent. Original and a photocopy of the passport data page. 
  • Document certifying that the child has acquired foreign citizenship or the possibility of granting the child a foreign citizenship. Original and a photocopy. 
  • Written consent of a child between 14 and 17 years of age to renounce Russian citizenship (no specific from required). 
  • The other parent´s written consent (no specific from required) to the child renouncing Russian citizenship (the signature must be notarized), alternatively – a court decision that either a) recognizes the other parent as deceased b) recognizes the other parent as declared missing c) divests the other parent of their parental rights or a death certificate of this parent, or a statement (no specific from required) confirming that the applying parent has no information regarding location of the other parent.
  • Confirmation of the payment of fees for consular services associated with renunciation of Russian citizenship (the fee is 520 NOK, the invoice is issued by the staff of the Consulate General after a document-check). The fees are payable by bank transfer or using internet banking (postal giro payments and payments at stores are not accepted by the Consulate General)

The situation when a parent and child simultaneously renounce their Russian citizenship, and the other parent is a foreign citizen is not provided for by applicable legislation. In this case, the applicant must first submit an application (filled out electronically). The list of required documents is the same as for the simultaneous renunciation. After the decision is made (takes about 1 month) the parent can submit their own application for renunciation.

The document processing time for renunciation from Russian citizenship is up to 6 months.
